Olive Net... Is their OPTICAL FIBER legal?

I am looking to set up a temporary office in my basement and need to get more internet into my house through fixed cable for Voip calls. I currently get 0.25mb with MovieStar and they say the can not give me any more internet than I already have.
I was looking to go with OliveNet , they are asking for €440.00 just for the installation to my house thereafter €40.00 per month. I have heard there may be a possibility that the Olive Net infrastructure is actually illegal and they may be stopped at any time. Please does anyone know anything about this? I don't want to spend all that money and be back to square one!
Any advise would be much appreciated.

This kind of business (Optical Fiber) is simply not possible without controls or authorisations. There are many controls in place that have been authorised by the ayuntamiento, the police, Gobierno, and CMT.

Anything you may have heard to the contrary in the media is rumour and speculation. Competence speaks for itself.
